OAC is providing multiple value engineering (VE) services and studies of project features and design systems for the Honolulu District of
the U.S. Army Corps of Engineers. The objective of this three-year contract for multiple projects is to identify and remedy current and
potential problems on multiple bases in the district. The bases are located in Hawaii, the territories of Guam and American Samoa, the
Commonwealth of the Northern Marianas, and Kwajalein Atoll. OAC conducted a six-day value-based design charrette (VBDC) for this $15.03 million addition to and alteration of an existing fitness center. The study was conducted with the 15th Air Wing’s Services Support Group and Civil Engineering Squadron, members of PACAF HQ COE Honolulu, and architect Matsunaga and Associates. The facility will include a gymnasium, racquet ball courts, group exercise and fitness equipment spaces, administrative space, men’s and women’s locker rooms, Health and Wellness Center (HAWC), and mechanical rooms as well as areas for child play, retail, and a juice bar. The project scope includes: concrete foundations, steel structural and roofing systems, HVAC, plumbing, fire protection, electrical upgrades, and hazardous material abatement. Workshop goals included establishing core 1391 requirements, validating construction estimated cost, maximizing program functionality within available funds, reducing energy and operating costs, meeting SPiRiT sustainability objectives, and anti-terrorism fore protection (ATFP) and State Historic Preservation Office compliance. The baseline cost estimate for the project was $22.86 million. Accepted VE savings alternatives totaled $7.83 million, reaching the $15.03 million targeted program amount. They included maintaining secure access at current location, placing group exercise and racquetball within the existing gym structure, incorporating a pre-engineered gym. |
